Overhead Distribution

I bet you know how electricity is generated and distributed. If not, then this how electricity is generated and distributed:

Production of electricity starts in the power plant trough large power generators, machines which are made of wires and magnets to convert mechanical energy to electric energy. In order to produce electricity, these generators must spin. This spin is done through a wind mill, water turbine (hydroelectric plant), gas turbine, steam turbine, and diesel plants. I have witnessed the process in a steam turbine when we had our field trip during my college days for an engineering subject. I say, it’s quite complicated but very interesting (lol). Anyway, once the turbines generate the electricity, its voltage is significantly increased by passing it through step-up transformers. Then the electricity is routed onto a network of high-voltage transmission lines capable of efficiently transporting electricity over long distances. From the transmission substation, electricity is brought to different towns and cities through high voltage transmission lines, where there is a distribution substation. From this substation, several distribution lines go out to the streets to carry the electricity to different places where the consumers are located. Majority of the distribution lines are installed “overhead” or on poles and a few are built underground.

Since majority of the distribution lines are installed "overhead” or on poles, I am not wondering why the picture above looks like very disorder. It really negates the beauty of a place. I know it would be very expensive if it will be built underground. There are other issues and problems that needed more attention than this. But just a question, are all these distribution lines working? Is it true that 60% of the lines are useless because the agency concerned are just dead beat of cleaning out this disorder? That only 40% are actually used? Well, if its true then I think even if it’s “overhead” distributed, it would not look like the above picture if they will just remove the old and unused distribution lines.
